The Manager of Human Resources (Immigration & Compliance) leads the Immigration Center of Expertise (ICOE) within College of Medicine (COM) HR, serving as the subject matter expert on visa sponsorship, regulatory compliance, and international hiring strategies. This role provides strategic guidance to departments, manages immigration cases, ensures institutional compliance, and develops policies and process improvements. The position oversees centralized visa and immigration processing, supervises the Immigration Specialist II, and ensures adherence to federal, state, and institutional regulations. The HR Manager collaborates with HR business partners, faculty, administrators, and leadership to navigate complex immigration matters, mitigate institutional risk, and support strategic international hiring efforts. A strong understanding of federal immigration regulations, higher education HR processes, and best practices in visa sponsorship and compliance is essential. This role supports COM’s strategic goals through innovation, operational efficiency, and exceptional service.
About This Role:
- Serve as the College’s subject matter expert on all employment-based immigration matters, ensuring full institutional compliance with federal and state regulations.
- Manage highly complex immigration cases, including H-1B, J-1, O-1, TN, E-3 visas, and permanent residency sponsorships.
- Provide strategic counsel to hiring managers, faculty, and HR partners on visa sponsorship feasibility, risk assessment, and compliance obligations.
- Oversee I-9 compliance, E-Verify processing, visa re-verifications, and employment authorization tracking, ensuring zero lapses in compliance.
- Lead the Immigration Center of Expertise (ICOE), supervising centralized visa processing and compliance tracking for COM.
- Develop and implement immigration policies, risk mitigation strategies, and compliance auditing processes.
- Manage immigration data tracking, compliance dashboards, and real-time risk analysis, providing key reports to leadership.
- Oversee payment processing for immigration fees, ensuring timely and accurate submission of visa sponsorship fees, filing fees, and related expenses in accordance with university financial policies.
- Act as liaison to the Florida Medical Board, ensuring faculty secure Medical Faculty Certificates (MFCs) efficiently while avoiding legal roadblocks.
- Conduct training programs for HR professionals, faculty, and hiring managers on immigration compliance and risk management.
- Monitor legislative and regulatory updates, proactively identifying risks and developing strategies to address them.
- Represent COM in institutional compliance reviews, government audits, and legal inquiries related to immigration.
- Provide backup support to HR Business Partners and contribute to special projects as assigned by COM-HR leadership.

Preferred Qualifications: |
The ideal candidate will possess:
- 3-5 years of experience managing immigration cases, preferably within an academic medical center or higher education setting.
- Extensive knowledge of U.S. immigration laws, visa sponsorship processes, and foreign national hiring compliance.
- Strong understanding of I-9 verification, employment authorization tracking, and visa processing (H-1B, O-1, J-1, TN, etc.).
- Experience using case management software (e.g., Salesforce, immigration tracking systems, HRIS tools).
- Basic knowledge of medical credentialing, licensure, and Medical Faculty Certificates (MFC).
- Demonstrated ability to develop policies, lead training programs, and drive process improvements.
- Exceptional problem-solving skills, with the ability to interpret complex immigration regulations and mitigate risk.
- Excellent verbal and written communication skills, with the ability to advise and influence key stakeholders at all levels
