Job Description:
  • Ensures program and clinical operations function in accordance with organizational, local, state and federal requirements. Works with the Medical Directors, Division Chiefs and Department Director to develop long and short-term objectives for services consistent with the philosophy and mission of the organization. Implements those objectives and goals in all locations.
  • Ensures ongoing programmatic excellence, rigorous program evaluation, and consistent quality of finance & administration, communications and systems; and recommends timelines and resources needed to achieve strategic goals.
  • Ensures consistency among the locations in policies, procedures and reporting. Works with leadership team to develop, implement and track quality improvement projects within the Division.
  • Promotes financial viability of services and programs through appropriate budgeting and monitoring of financial performance related to pricing strategies, revenues, expenditures, and resource management.
  • Reviews monthly financial statements with the Division Chief and Department Director.
    Has responsibility for establishing systems that ensure efficient and cost-effective utilization of resources, space, materials, and personnel. Develops and recommends opportunities for increased revenues including grant research and writing, billing for medical examinations, expert court testimony, private attorneys for court ordered documents and services provided outside the assigned service area (out of state billing).
  • Promotes financial viability of services and programs through appropriate budgeting and monitoring of financial performance related to pricing strategies, revenues, expenditures and resource management.
    Oversees the budget staff and reconciliation of budgets, working with the UF Department of Sponsored
    Programs, UF Grants & Contracts, and the UFJPI Fiscal team to ensure program is fiscally sound and budget neutral.
  • Consults Division Chief and Department Director on decisions impacting all staffing levels and hiring strategic plans. Handles all aspects of human resource management including recruitment, retention, onboarding, training, evaluation, compensation, counseling, and professional development for staff. Routinely conducts staff meetings to discuss operations; reviews new policies and procedures and shares general information.
  • With assistance from the leadership team, develops onboarding processes and procedures to ensure employees understand the Division and their job responsibilities. Works to build employee retention within the Division.
  • Demonstrates ability to work effectively with representatives from various communities, agencies, policy makers, the media, health care providers, government representatives, clients, and volunteers, among others by serving on Boards, Task Forces, Committees, and Interagency Workgroups for all assigned counties and statewide as directed by the Division Chief and Department Director. Community partners include DCF, Law Enforcement, State Attorney’s Offices, Naval Criminal Investigative Services, Domestic Violence Agencies, Florida Network of Victim Witness Services, National Children’s Alliance, Florida Network of Child Advocacy Centers, Child Death Abuse Review Committee for Duval County, First Coast Child Abuse Death Review Committees, and the National and Florida Alliances for Drug Endangered Children.
Expected Salary:

$98,600 to $108,600 annually depending on education and experience.

Minimum Requirements:

Masters' degree in an appropriate area and four years of relevant experience; or a bachelors' degree in an appropriate area and six years of relevant experience.

  • Must be able to perform under stress when confronted with emergency, critical, or unusual situations. Must be decisive and resourceful, with the organizational sensitivity to gain the support and confidence of all levels of staff and associates. Required to make independent judgments without supervision. Must have the adaptability to perform a variety of duties, often changing from one task to another of a different nature without loss of efficiency or composure. Requires the ability to work with people beyond giving and receiving instructions. Must have the ability to plan, direct and coordinate activities, negotiate and administer contracts; work with health care providers, commercial vendors, government agencies, community groups and other organizations as necessary; communicate effectively in both written and oral forms, exhibit independent judgment in the development, implementation and evaluation of plans, procedures, and policies.
