The Human Resources Manager for the College of Design, Construction, and Planning (DCP) Dean’s Office serves as the HR expert, providing comprehensive support to the Dean’s office and its departments. This critical administrative and professional role requires consistent engagement with the college’s leadership, faculty, staff, and students. Key responsibilities include managing HR and payroll administrative personnel and overseeing payroll processes for faculty, staff, and students. The role involves formulating and recommending HR policies and procedures within the Dean’s office and handling personnel actions such as appointments and terminations for faculty, USPS, TEAMS, and OPS employees. Additional duties include reviewing position descriptions, processing annual staff evaluations, managing biweekly payroll and leave approvals in PeopleSoft, and facilitating employment, credentialing, and provider documentation for new faculty. As the college liaison, the HR Manager collaborates with key University offices, such as the Graduate School, International Center, and Human Resources, on personnel and payroll matters. The position also represents the college at HR forums and liaison meetings, working closely with DCP administration to address human resources concerns effectively and efficiently.
Human Resources Manages the full spectrum of human resources functions and programs for the College of Design, Construction, and Planning (DCP), including recruitment, staffing, employee relations, job evaluation, benefits administration, training, sabbaticals, professional development, promotions, resignations, retirements, and additional payments. Has the authority to develop, interpret, and implement HR policies and operating practices for DCP in alignment with University of Florida (UF) standards. Plans and coordinates departmental activities by scheduling work assignments, setting priorities, and overseeing the work of subordinate team members. Ensures effective implementation of HR policies by managing the submission and approval of HR transactions, addressing and resolving complex HR issues and employee relations concerns, and providing guidance on policy compliance. Conducts data analysis and prepares comprehensive reports and presentations to support informed decision-making for DCP management and Administrative Specialists. Handles all foreign hire processes and collaborates with the UF Office of Immigration Compliance Services on immigration matters for college personnel. Works closely with foreign nationals, Dean’s Office administrators, and unit HR personnel, ensuring compliance with current regulations through annual training. Acts as the College Tuition Waiver Expert, guiding Administrative Specialists through the tuition waiver process and troubleshooting issues. Coordinates Graduate School Funding and Grinter Fellowship Awards in partnership with the college’s Academic Assistant. Manages and updates content for the DCP New Employee Onboarding website and facilitates employee orientation. Serves on the DCP Staff Advisory Council. As the primary Department Security Administrator (DSA), maintains domestic and international notary registration to support employment document completion. Administers college-wide Tenure and Promotion (T&P) processes. Serves as a strategic liaison to UF core offices, including Human Resources, Student Employment, Teaching and Technology (DOCE), and the UF International Center. Provides HR consulting to faculty and staff, advising on employment laws, collective bargaining issues, and other HR-related concerns.
Payroll/Tax Services Reviews and processes time and labor for the Dean’s Office, ensuring accuracy and timeliness. Reviews preliminary and final payroll reports to resolve discrepancies. Assists units with payroll questions and enforces university policies by relaying relevant updates to Dean’s Office administrators and unit personnel.
Effort and Faculty Assignment Reporting Oversees effort certification and faculty assignments for Dean’s Office personnel. Supervises and collaborates with unit staff to ensure effort is accurately certified and processed on time. Communicates updated policies and procedures regarding effort reporting to college faculty and staff.
Compliance and Records Ensures the college remains compliant with mandatory training requirements, including FERPA, sexual harassment prevention, and other UF-mandated training. Reviews and coordinates staff Outside Activities forms to secure appropriate approvals and forward them to university offices. Maintains accurate, confidential personnel records for college employees in shared drives and files, ensuring accessibility and compliance.
Project Administration Participates in the planning and execution of college-wide projects and activities related to HR and departmental administration.
Other Duties Performs additional responsibilities as assigned by the Dean and the Director of Finance to support the college's goals and objectives.
