Job Description:

IFAS is seeking an HR Generalist II to join the Agricultural and Biological Engineering department (ABE), a unit within IFAS. This position reports to the Assistant Administrative Director of the Agricultural and Biological Engineering Department. The incumbent provides professional support and expertise in the administration of the full range of HR programs. The incumbent provides professional support and expertise on areas such as recruitment, payroll, leave regulations, and disciplinary actions, ensuring compliance with laws and university regulations while maintaining confidentiality and providing training and supervision. The position requires frequent interaction with at least 10 departments in IFAS and its administrative offices in the College of Engineering.

Some key responsibilities and characteristics of this position are:

Personnel – Independently oversees all HR functions of the department. Implements a broad range of human resource functions and programs, including recruitment, payroll, leave, and employee relations. Manages/oversees full cycle recruitment process, such as actively posting positions, recruiting prospective applicants, and coordinating the search committee/applicant reviews process.

Develops and updates position descriptions and organization chart for the Department, in collaboration with the Mgr, Admin Svcs. Advised faculty on the creation of new and updates to current position descriptions. Makes recommendations to faculty on preparation of new position descriptions and reclassification requests for faculty and TEAMS employees paid through grant projects. Advises leadership on personnel needs and organizational structure.

Investigates and resolves matters of complex or unusual issues for payroll. Reviews and prepares the initial allocation of payroll distributions for faculty, staff, post-docs, fellows, graduate students, student assistants, and OPS related to initiating any HR action. Reviews OPS appointments to see that they do not work beyond the availability of funds. Maintains all personnel records for faculty and staff.

Advises faculty and staff on leave regulations and monitors leave use for compliance with regulations. Supervises the handling of all leave records for faculty and staff. Responsible for the timely preparation of all personnel appointments, change orders, and terminations.

Provides guidance to leadership on employee relations matters. Assists management with initial discussion regarding employee disputes. Collaborates with Employee Relations to facilitate further resolution. Maintains confidentiality of sensitive matters concerning disciplinary action, grievances, or other personnel problems.

Faculty Evaluations and Tenure & Promotion – Request and print reports annually. Facilitate the Tenure and promotion process by preparing materials for promotion and tenure applications and utilizing the FEA (Faculty Excellence program).

Policy & Procedure – Analyzes federal and state laws, and university regulations to ensure the University’s human resources programs are effective and consistent with legal and regulatory requirements.  Interprets and communicates Human Resources policies and procedures to faculty and management in the department. Contributes to the creation of new and revision of existing internal policies and procedures related to human resources processes. Provides training to faculty, staff, and students on various HR policies and procedures, along with the use of the HR tracking system.

Attends faculty meetings as a resource person on personnel matters. Represents the Department Chairman at other meetings concerning Human Resources-related matters.

Scholarships & Fellowships – Evaluates all transaction requests for compliance with applicable university, state, and federal rules. Requests additional documentation or explanation if necessary and escalates complex transactions to higher-level specialists for further action. Processes all transactions accurately and within established timeframes. Assists with the development of action plans based on the specific transactions. Contact all faculty supervisors for appropriate funding sources for graduate students’ tuition remission. Monitors tuition expenditures of grant funds to ensure that funds are expended according to contract terms; reviews LOA reports to ensure there are no budget errors, and tuition follows payroll for GAs. Processes and monitors all scholarship accounts. Process all departmental scholarship disbursements.

Budgetary – Monitors department budget and collaborates with Fiscal and/or Grants Teams to ensure sufficient funding for any hires, salary updates, and other HR actions that impact budget.

Maintains files of administrative procedures and regulations affecting department operations. General supervision is provided for OPS employees.

Expected Salary:

$53,000 - $54,000

Minimum Requirements:

A bachelor’s degree in an appropriate area of specialization and two years of appropriate experience or an equivalent combination of education and experience.

Preferred Qualifications:

The ideal candidate will possess the following education, experience, and skills:

  • Fluency in Microsoft Office, with a focus on Excel and Word
  • Well-versed in UFHR rules and regulations
  • Preferred Notary Public
  • Preferred SHRM Certified Professional, HRCI Professional of Human Resources, or HRCI Senior Professional of Human Resources (SPHR) Preferred
  • Working knowledge of UF systems: PeopleSoft/MyUFL, Enterprise Analytics, Pageup
