Job Description:

Provide strategic leadership and direction for departmental minor and major construction projects through planning, design, construction, and post occupancy

  • Direct and lead selection process for design professionals, construction management firms, and other vendors; includes creating bid documents, managing pre-bid meetings, and organizing pre-construction and pre-design meetings
  • Develop scopes of work and budgets for new construction, renovations, and maintenance projects
  • Provide oversight and inspect all phases of construction of projects providing technical, architectural, and engineering guidance to construction trades; assist in the evaluation and approval of shop drawings
  • Responsible for quality assurance, quality control, and building inspections for construction related projects
  • Supervise self-performed construction and renovation projects; schedule vendors and collaborate on project timelines, provide continuous inspections and guidance to contractors, ensure compliance with appropriate regulations, standards, and building codes
  • Collaborate in bid process for construction contracts, reviews and management of construction activities, including contractor's schedule, RFIs, submittals, contract compliance, change order requests, commissioning, punch list items and enforcement of warranty period; Ensure cross-functional coordination among departments and effective communications as required
  • Manage project budgets; provide planning budget estimates for potential future projects
  • Develop and coordinate annual facility assessments utilizing industry standards
  • Responsible for annual review and update of Housing construction and design standards and policies; coordinate with internal and external units to update and implement standards
  • Organize and review construction documents for new construction, remodeling, renovation, and equipment replacement
  • Ensure compliance with University standards, University Planning Design and Construction guidelines, housing construction standards and policies, procedures and regulations related to area of responsibility
  • Develop reports associated with current and historical project costs and general use of facility spaces and equipment
  • Develop, manage, and oversee contractual agreements with vendors
  • Ensure project documentation is accurate, current, and updated timely to proper university systems (e.g. Autodesk Construction Cloud, Project Tracker)

Responsible for general facility management and strategic planning for residential facilities

  • Collaborate in the development and management of long and short-term projects ensuring alignment with Housing and Campus master plans; advise on project needs and priorities
  • Recommend strategic repairs, replacements, and renovations for infrastructure, facilities, or equipment
  • Coordinate with internal stakeholders to identify needs for maintenance, renovation and new construction projects
  • Serve as liaison to the State Fire Marshal and Environmental Health and Safety (EH&S) for annual and semiannual inspections
  • Coordinate with campus partners for support with utility installs, utility outages, and upgrades
  • Maintain departmental architectural drawings and facility schematics to include physical and electronic documentation
  • Assist with emergency operations and preparedness for residential facilities

Responsible for supervision of staff and management of general administrative duties

  • Provide leadership in establishing goals, work priorities, and outcomes
  • Supervise staff and manage administrative functions including Human Resource compliance, payroll approval, and performance review processes.
  • Responsible for budget planning, management, and oversight for areas of responsibility
  • Responsible for developing, maintaining, disseminating, and enforcing policies, procedures, and guidelines for areas of responsibility
  • Interpret and ensure compliance with departmental and University policies, guidelines, and other relevant regulations
  • Ensure compliance with safety standards, and Occupational Safety and Health Administration (OSHA) and Americans with Disabilities Act (ADA) regulations at all times
  • Manage technology, information systems, and corresponding data utilized in area operations and departmental processes
  • Serve in rotation as senior consult for after-hours response; respond to emergencies for area of responsibility

Responsible for departmental fleet management of all state vehicles

  • Provide oversight to departmental utilization, maintenance, repair, replacement and disposal of fleet vehicles
  • Determine safety of vehicles and operation for use
  • Oversee regular and preventative maintenance of all vehicles

Develop reports, handle special projects, tasks, and other duties as assigned

  • Serve on Division of Student Life or University of Florida committees as needed
  • Serve as a member of the Departmental leadership team
  • Operates state vehicles   
Expected Salary:

Required Qualifications:

Master’s degree in an appropriate area and four years of relevant experience; or a bachelor’s degree in an appropriate area and six years of relevant experience. 

Preferred:

EXPERIENCE & KNOWLEDGE:

  • Certified general contractor license or certified building contractor license
  • Working knowledge of Florida state building codes and other relevant codes and standards (e.g. Florida Fire codes, NEC, NFPA, ADA)
  • Minimum four years of full-time supervisory experience leading a high performing team
  • Ten (10) years of experience and general working knowledge of multiple skilled trades and building construction and design
  • Solid background in mechanical, electrical, plumbing (MEP), and building control systems
  • Understanding of construction, construction contracts, building and life safety codes, and environmental requirements related to construction
  • Experience assisting Request for Qualifications (RFQ) and Request for Proposal (RFP) processes
  • Experience contributing to planning efforts associated with construction, preventative maintenance, facility operations, or project management
  • Experience working with budgets and financial procedures
  • Experience developing and implementing preventive maintenance programs or managing deferred maintenance
  • Knowledge of design and construction project delivery

SKILLS:

  • Demonstrated proficiency with computers and basic software applications (e.g. work order management systems, Microsoft Office)
  • Proficient in the use of CMMS Systems, Microsoft Project, Bluebeam, and Autodesk applications including ACC and Revit
  • Read and interpret multi-discipline construction drawings and specifications
  • Effectively communicate complex information to various stakeholders
  • Demonstrated attention to detail, professionalism, dependability, and timeliness
  • Demonstrated customer service and interpersonal skills
