The University of Florida is seeking a Director of Finance at the College of Nursing (CON) for managing college budgets, finances, and the CON Finance team. This position reports to the Executive Director of Operations and Strategic Initiatives (ED) in the College of Nursing. The Director of Finance works closely with college leadership providing financial guidance and feedback to meet the strategic goals of the college. This position provides oversight of CON Finance team, develops financial policy, monitors financial compliance, manages the college budget, and ensures fiscal responsibility. Other essential functions for this position include financial reporting, allocation of funds, proforma development, strategic planning, and oversight of UF Foundation funds and Faculty Practice.
Responsibilities includes, but not limited to:
BUDGET AND FINANCIAL MANAGEMENT
- Provide financial management for all organizational units within the CON, including short- and long-range planning. Provide periodic updates to Dean and other administrators regarding current financial situation. Collaborate with the ED and Dean in analyzing current financial operations and their effectiveness in completing the strategic plans for the CON and drafting justifications for future initiatives/changes when appropriate. Recommend (and work with administrators to establish) processes for annual budget requests, requests for additional funding, and transfers of existing funds. Manage efficiently and effectively funds from state appropriations, contracts and grants, University of Florida Foundation (UFF), College of Nursing Faculty Practice Association (CONFPA), and other sources.
- Review and approve material and supplies (M&S) fees entered by the Nursing Resource Center (NRC) Senior Clerk. Review and approve CON distance learning fees entered by the CON Accountant.
- Develop and monitor operating budgets for all administrative units in all funds in the CON to ensure effective utilization of financial resources. Responsible for overseeing and approving purchasing, the financial implications of personnel/payroll actions, accounts payable, travel, asset management, space allocation, clinical contract billing, petty cash/gift card funds, account reconciliation, and other administrative actions, to ensure compliance with established policies, budgets, and restrictions. Serve as point of contact for budget and financial matters.
- Responsible for financial management of the CONFPA’s clinic(s), including coordinating business plans, operational activities, and the efficient use of resources. Work with clinic administration to assist with continuity of third-party claim submissions and efficient collections. Work directly with Associate Dean for Clinical Affairs and the Health Science Center (HSC) Contracting Office (General Counsel) on drafting clinical contracts for the CONFPA. Oversee billing of clinical contracts and manage adjustments to them (when needed), due to FTE changes, annual raises, etc. that affect the salaries of persons performing the contracts. Oversee annual CONFPA audit working closely with the key stakeholders involved with the practice plan operations.
- Oversee all financial accounts in all funding sources to ensure they are properly reconciled at least monthly in compliance with UF, state, and federal regulations. Oversee year-end account closeout process to ensure that budgetary cost centers are expended in accordance with UF regulations, which includes timely processing of expenditures and cancellation of encumbrances in an accurate and timely manner so items are reflected properly on UF financial statements.
- Develop and foster ongoing improvements in operating efficiency and effective use of available resources. Analyze program costs and prepare appropriate reports. Provide fiscal (and other information) in support of strategic planning, accreditation, and annual required reporting. Analyze fiscal problems, formulate specific and relevant alternatives, and provide recommendations to the Dean, administrators, and PIs.
- Responsible for administrative oversight of grants, private funds, scholarship accounts, and other restricted funds. Work with the ED, Dean, and other administrators to effectively manage those funds to maximize the CON’s financial resources. Responsible for ensuring expenses are appropriate for the type of funds being charged (in accordance with applicable fund restrictions) and any incoming funds are properly deposited.
OVERSIGHT OF CON FINANCE TEAM
- Oversight of fiscal staff who are responsible for the following transaction types: disbursements, P-Cards, Research Administration (post-award transactions), Reporting and Reconciliation, and General Accounting.
- Meet with the Finance team on a regular basis to provide support, feedback, and guidance.
- Work with the Finance team to develop and maintain standardized onboarding, training, and workflows.
- Ensure the Finance team is providing a high level of customer service through regular communication, consistent workflows, and timely responses. A service level expectation should be established with stakeholders to determine performance benchmarks.
- Work on process improvement to ensure the Finance team is efficient and provides an optimal experience for end-users.
REPORTING
- Develop and update regular financial reports for college leadership and stakeholders. Fulfill ad hoc reporting requests by college leadership and stakeholders. Development of reports may include in house reporting or working with UF partners.
- Provide tailored financial updates at internal and external meetings as directed by the ED and Dean.
- Development, management, and curation of various financial reports. Examples include reports on budget to actuals, faculty-specific balances, commitments, research administration, projections, reserves, and UF Foundation accounts.
- Work with the Finance Team to provide and present regular reports on accounts to stakeholders.
CON LIAISON
- Serve as CON representative at UF meetings, committees, and workshops related to financial matters. Attend internal CON committee, staff meetings, and faculty meetings.
